The role of media spokespersons of official institutions in the Kurdistan Region in crisis management, from the perspective of journalists and teachers of the media department

This research aims to shed light on the role of media spokesmen of official institutions in the Kurdistan Region during critical periods. The research consists of a descriptive approach while it has used a survey method including a research instrument in the form of a questionnaire. The latter was designed via the survey administration software Google Forms whereas its link was distributed in a group chat containing journalists from the Kurdistan Region. The questionnaire reached 70 responses. The most important findings in the current study are related to the research samples claiming that the news and information conveyed by the spokesmen from official institutions were ineffective. In addition, the research findings also display that the spokesmen have played a weak role in managing critical periods in Kurdistan Region.

This paper examines the role of human resource practices in managing crises specifically during COVID-19 pandemic in Kurdish media organisations. This article explains the barriers faced HR practiser’s during the pandemic in manging their employees and focusing on achieving organizational goals. In addition, it attempts to articulate how the pandemic has created a complex and challenging environment for human resource management (HRM) practitioners, who need to find ingenious solutions to ensure the continuity of their corporates and to help their employees to cope with this extraordinary crisis. The research, mainly focused on the quantitative research method (survey research). A survey technique through an online questionnaire using 'Google Forms' (N= 50) has been adopted with responses from two Kurdish media Organizations namely (Galy Kurdistan TV and Kurdsat TV) in Sulaimanya City. Through applying statistical method (SPSS 21) data has been analaysed. Results indicate that adaptability and creativity in practicing HR functions such as (downsize their workforce, remote working, effective training programmes and flexible working hours) can help Kurdish media organizations manage organizational crises which appeared due to COVID-19 pandemic and also assist their sustainability, competitive advantage and performance.

Media is the most sensitive strategic tool when a crisis arises since it can trace the cause of the crisis and provide solutions to help resolve it. In other words, media can be both the source of the crisis and crisis solution in the society. It is a medium which provides the receiver with the news and data, and at the same time it adds analysis to the data which is eventually significant in influencing and directing the public opinion. This research is an experimental study which employs descriptive tools, a designed survey and academic methods aiming to explain the role of the media in crisis management in the Kurdistan Region in which the financial crisis is chosen as a case study. First, the research provides accurate data related to the causes of the financial crisis and ways to help resolve it with the minimum impact on the individuals, particularly employees; drawing on the opinion of experts, a sample is taken from the employees of the Kurdistan Regional Government. The research also study measures the role of media in raising awareness among the individuals to confront the financial crisis and minimize its impact. This study comprises three parts in which the first part is the research method. The second part is the theoretical analysis of the research consisting of a number of sections which highlight the media forms and media economics. It mentions the characteristics, importance, responsibilities of the media economics. It also points out the issues of the media economics in the Kurdistan Region. Moreover, the second part discusses the roles and responsibilities of media at crisis times along with its management, concluding that media is responsible for bridging the gap between the power and the society when a crisis arises. The last part of this research is an experimental study including a survey (questionnaire) data analysis conducted with the teachers and employees at Sulaimani University which attempts to analyses their opinion and feedback on the information disseminated by the Television Channels in the Kurdistan Region during the financial crises
