The Institutional Conditions of Kurdistan Regional Government in The Light of Acemoglu and Robinson's Theory

The main argument of the research is that the problem of governance in the Kurdistan Region lies in the issue of institutions. It is the institutions that motivate and encourage citizens to participate in political and economic activities or prevent and discourage them. It is the institutions that cause wealth and happiness (institutional conditions) for officials or poverty and misery for citizens to access to opportunities and services (institutional opportunities). Acemoglu and Robinson (2012) narrating the history of institutions, how and when institutions move towards closure or opening, which is obviously not an inevitable path. A nation may be rich in the past, but because of a historical event it may become poor, and vice versa. This study looks at the issue of institutions in the Kurdistan Region from the perspective of historical institutionalism as a qualitative method and provides an institutional analysis. One of the most important consequences is that the institutions have taken a path that has brought happiness and prosperity to political and family elites and those who support them. On the contrary, the majority of Kurdistan people wish for the life they live such as prosperity and wealth in necessities of life and services.

This research aims to shed light on the role of media spokesmen of official institutions in the Kurdistan Region during critical periods. The research consists of a descriptive approach while it has used a survey method including a research instrument in the form of a questionnaire. The latter was designed via the survey administration software Google Forms whereas its link was distributed in a group chat containing journalists from the Kurdistan Region. The questionnaire reached 70 responses. The most important findings in the current study are related to the research samples claiming that the news and information conveyed by the spokesmen from official institutions were ineffective. In addition, the research findings also display that the spokesmen have played a weak role in managing critical periods in Kurdistan Region.

The aim of this study is to find out the effect of social relationships among employees of public institutions on the performance of their duties, as well as to present the level of social relationships of employees inside and outside the institutions. Then, based on the data obtained from the survey of 270 units, and then analyzed the data with statistical tools, it was concluded that informal social relationships have an impact on the performance of employees. There are also differences between men and women in the level of social relationships of employees outside the institutions.
