Global Issues in the Perspective of Liberal Theory
A focus on Non-Military Issues

Global issues play a central role in world politics on in practice, and they also hold a prominent place in the theoretical literature on international relations research. While the literature on realism divides global issues into high-policy and low-policy issues, the main question with this study is whether liberal theoretical orientations concur with that belief? The main aim of the study will be to answer this question and clarify what and how liberal theoretical perspectives address major global issues. With this objective in mind, the study relies on several key assumptions of liberal theory, especially regarding the rejection of pyramid hierarchy of global issues or their classification into high-policy and low-policy issues. Nonetheless, certain liberal theoretical stances firmly hold that collaboration on artistic and scientific matters is more successful and that this kind of achievement would foster greater cooperation in resolving global political, military, and strategic concerns and crises. Consequently, in order to answer the main question of the study, achieve its objectives and prove its main hypotheses, the research depends on each of the methods of deductive method, analysis and comparative method. In order to achieve this, the paper is divided into two main discussions, each with two main themes. This research will be very important to Kurdish academic center because there isn't much scientific research on the topic in Kurdish. It also has some valuable scientific results because it draws on several original sources in English.
